About The Council
Mission Statement
- To promote public awareness of the need for literacy education in the Clarksville-Montgomery County-Fort Campbell Area;
- To recruit students who are under-educated in basic reading and computation skills and persons with English as a second language;
- To recruit and train tutors who are interested in teaching adults with low reading and computation skills;
- To Provide assistance to adults whose reading, comprehension and/or math skills are below 7th grade level;
- To obtain and allocate funds for the local adult literacy program.

Programs & Services
- The Adult Literacy Council provides tutors to support the Adult Basic Education program that includes Level 1 GED.
- The Council provides tutors for all English as a Second Language classes including beginning, advanced, and basic English.
- The Council provides one-on-one tutoring free of charge for adults who want to learn to read or to improve their reading skills.
- The Council provides a limited number of basic math tutors for students who request assistance for test or job preparation.
- The Adult Literacy Council provides training for all volunteer tutors wanting to work with adult learners. Training is also provided in the Laubach Tutoring System.
- The Adult Literacy Council maintains an on-going effort to promote public awareness of the need for literacy education in the Clarksville-Montgomery County-Fort Campbell area.
- The Adult Literacy Council works to form Partnerships with other organizations and businesses to provide additional sites where tutoring can be done.
Benefits
- The target population for the Clarksville-Montgomery County Adult Literacy Council program is the adult non-reader population. As individuals avail themselves of the Adult Education services and are introduced to the one-on-one free private tutoring, they become excited about the possibility of improving their lives and achieving their goals.
- Adult learners who improve their reading skills feel better about themselves, they are able to become more effective parents and they become an asset to the community.
Overview
The Clarksville-Montgomery County Adult Literacy Council was established in 1985 to promote public awareness of the need for literacy education in the area.
The Literacy Council recruits and trains tutors interested in teaching adults with low reading and computation skills or students who have a need to learn English as a second language. The Literacy Council works in cooperation with other literacy projects and seeks to obtain and allocate funds for local literacy programs. A major function of Adult Literacy Council is to support the Adult Education Program by providing free one-on-one tutoring for Adult education students who need special assistance.
The Adult Literacy Council is a United Way Agency. United Way is the primary funding source for the program. Other funding is obtained through local businesses and private donations. Grant funding is solicited from a variety of different sources. Support from the Clarksville-Montgomery County School System is provided in the form of office space, telephone service, utilities, furnishings and all of the benefits available to the Adult Education teaching staff. The Literacy Council office is located in Room 209, The Greenwood Complex, 430 Greenwood Avenue, Clarksville, Tennessee.
The Literacy Council has two part time (20 hours per week) employees: the director (Velma Jo Williams) and the office assistant (Carol Davis). The office is open from 9 to 4 daily.
The governing body of the Adult Literacy Council is the Board of Directors. The current chairman of the Board is Angela Griffin. The Board meets every fourth Tuesday of each month except for September and December. Meetings may be rescheduled at the request of the Board. Meetings are held in the board room of the public library and are in session from 12 Noon to 1 PM.
Programs currently offered through the Adult Literacy Council include:
- One-on-one tutoring for GED students preparing for their examination.
- Small group tutoring for English as a Second Language students enrolled in the ESOL program.
- Literacy tutoring for any registered student who is reading below the 6th grade level.
- Literacy tutoring for any adult non-reader who has a desire to improve reading skills.
The Literacy Council actively seeks Partnerships with organizations to promote literacy education in the community. The Literacy Council provides the training, materials, and support. The organizations provide the physical facility for tutoring, the volunteer tutors, and the students.
